&lt;br /&gt;
Lower system fuel costs and a ?sizeable reduction? in a federal regulator payment were cited for the expected lower residential rates.&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;Entergy Arkansas&lt;/strong&gt; predicted that residential customer bills will still be around $10 a month lower in July when new base rates, if approved, would go into effect.&lt;br /&gt;
&lt;strong&gt;&lt;br /&gt;
Entergy&lt;/strong&gt; has asked for a $223 million increase in base rates, its first request for a base rate increase in 25 years. &lt;br /&gt;
&lt;br /&gt;
?We are very pleased by these developments,? said &lt;strong&gt;Hugh McDonald, president of Entergy Arkansas&lt;/strong&gt;. ?Customers have been impacted by high fuel costs over the past several years, and it is good news that Entergy Arkansas will be able to keep customer bills relatively low for the foreseeable future. We expect lower fuel prices and a downward adjustment in System Agreement payments to more than offset an increase in base rates.?&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;Entergy Arkansas&lt;/strong&gt; is the state?s largest electric utility providing service in 63 of Arkansas? 75 counties. &lt;/font&gt;

The state revised its December 2009 jobless rate from 7.7% to 7.6%.&lt;br /&gt;
&lt;br /&gt;
The January U.S. unemployment rate declined from 10% in December to 9.7%.&lt;br /&gt;

&lt;strong&gt;DWS Communications Director Kimberly Friedman&lt;/strong&gt; said, ?Although Arkansas is still feeling the effects of the recession, our rate has only increased two-tenths of a percentage point since July 2009. It is too soon to tell, however, if our unemployment rate is stabilizing.?&lt;br /&gt;
&lt;br /&gt;
For the month, jobs in the &lt;strong&gt;trade, transportation and utilities&lt;/strong&gt; sector fell by an estimated 7,600 workers.? Retail trade was the biggest decliner due to the fall-off from a ramped-up holiday workforce.&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;Government&lt;/strong&gt; employment declined seasonally by 4,500 workers due to winter break at public schools.? &lt;strong&gt;Manufacturing&lt;/strong&gt; posted job losses of 3,900 in January, while &lt;strong&gt;professional and business services&lt;/strong&gt; added 1,600 jobs during the month. &lt;/font&gt;

Those assets have been under the supervision of a trustee as federal regulators dot the I?s and cross the T?s on a pending sale to &lt;strong&gt;AT&amp;amp;T&lt;/strong&gt; and &lt;strong&gt;Atlantic Tele-Network (ATN)&lt;/strong&gt;.&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;ATN&lt;/strong&gt; is locating its wireless division headquarters ? &lt;strong&gt;Allied Wireless&lt;/strong&gt; ? in Little Rock under the direction of &lt;strong&gt;former Alltel executive Frank O?Mara&lt;/strong&gt;.&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;ATN&lt;/strong&gt; says that it expects the &lt;strong&gt;Alltel&lt;/strong&gt; sale to close in the next 1-2 months.&lt;br /&gt;
&lt;br /&gt;
?We don?t see in front of us any real impediments for approval,? said &lt;strong&gt;ATN CEO Michael Prior&lt;/strong&gt;. ?So far our predictions [for a closing date] have been overly optimistic.?&lt;br /&gt;
&lt;br /&gt;
The &lt;strong&gt;FCC&lt;/strong&gt; meets on March 16 and the &lt;strong&gt;ATN-AT&amp;amp;T-Alltel&lt;/strong&gt; deal could find its way on that agenda.&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;Prior &lt;/strong&gt;warned that he expected to lose customer traffic when the deal closes and a transition is completed. ?&lt;br /&gt;
&lt;br /&gt;
?It?s going to be a challenge to replace that traffic in the short-term,? &lt;strong&gt;Prior&lt;/strong&gt; said.? ?It could hold our business flat.?&lt;br /&gt;
&lt;br /&gt;
He said that currently the company?s wireless division is ?making good use of its time? with strategic planning decisions in part thanks to $10 million in financial incentives from the state of Arkansas.&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;ATN&lt;/strong&gt; earned $5.2 million in the fourth quarter of 2009 on revenue of $59.5 million.? One year ago, the company had net income of $6.6 million on revenue of $55.4 million.? &lt;strong&gt;ATN&lt;/strong&gt; said its wireless business grew 35% year-over-year.&lt;br /&gt;
&lt;br /&gt;
When the &lt;strong&gt;Alltel&lt;/strong&gt; assets are folded into &lt;strong&gt;ATN?s&lt;/strong&gt; operations, it expects revenue to grow by an additional $450 million to $500 million.&lt;/font&gt;

&lt;br /&gt;
As many as 60 remaining employees at the Hope factory will be released by late-April.? The company had already scaled back production and employees in January.&lt;br /&gt;
&lt;br /&gt;
A company official says there is little likelihood that the plant would re-open under a different production line.&lt;br /&gt;

?Refunds were well below forecast, which was a good sign,? said &lt;strong&gt;John Shelnutt&lt;/strong&gt;, chief economist and head of the state?s Office of Economic Analysis and Tax Research.&lt;br /&gt;

He warned that with two months to go in the tax refund season that state finance officials are ?not making a trend of it? and will be watching to see how individual tax refunds fluctuate in March and April.&lt;br /&gt;
&lt;br /&gt;
February?s &lt;strong&gt;net available general revenues &lt;/strong&gt;totaled $365 million, 12.5% below last year, but 8.5% above forecast.&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;Gross receipts&lt;/strong&gt; were down 7.2% from one year ago to $158.1 million.? Those collections ? which include sales and use taxes ? were 2.7% below forecast.&lt;br /&gt;
&lt;strong&gt;&lt;br /&gt;
Individual income taxes&lt;/strong&gt; were down from last February by 11.4%.? Income taxes from individuals neared $180 million, 0.3% below expectations.&lt;br /&gt;
&lt;br /&gt;
However, tax refunds to Arkansans were much less than expected for the month.? &lt;strong&gt;Individual income tax refunds&lt;/strong&gt; in February totaled $134.6 million, about 10.8%, or $16.3 million, less than forecast.&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;Corporate income taxes&lt;/strong&gt; trended higher although total collections don?t significantly impact overall revenues.? Collections topped $4.1 million, a 25% increase over last year and 42% above forecast.? Corporate tax collections can fluctuate widely and make up a small percentage of overall taxes.&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;Year-to-date net available general revenues&lt;/strong&gt; totaled $2.87 billion, roughly 1.7% below last year, but 0.6% above the last revised budget forecast.&lt;/font&gt;
